The Network Manager Operations Centre, or NMOC, plays a crucial role in air traffic management. It provides essential services across various areas, including flow and capacity management, ATM access, flight planning, information management, and crisis management. The NMOC originated from the Central Flow Management Unit (CFMU), established in 1995 to tackle severe delays in European air traffic during the 1980s. In response to ongoing challenges, the European Commission introduced the Network Manager function through its Single European Sky II legislation, aiming to enhance the efficiency of the European aviation network. In July 2011, EUROCONTROL was designated as the Network Manager, a role that continued until the end of the second Reference Period of the Performance Scheme on December 31, 2019. Looking ahead, EUROCONTROL plans to seek re-designation for the period following 2019.
