Air Operator Certificate (Aoc)

An Air Operator Certificate (AOC) is an official document that allows an operator to conduct specific commercial air transport operations. This certificate, sometimes known as an Air Operator Permit, is issued by a national aviation authority (NAA) and ensures that the operator has the necessary personnel, equipment, and systems to maintain safety for both employees and the public.

The AOC outlines essential details such as the types of aircraft that can be used, their intended purposes, and the geographic regions in which they may operate. Before starting commercial air operations, operators must apply for and receive an AOC from the relevant authority. The regulations state that no operator may conduct commercial air transportation without adhering to the terms of their AOC.

The AOC specifies several key elements, including: the operator’s name and business location, the date of issue and its validity period, the types of operations permitted, and the specific aircraft authorized for use. It also includes registration markings, areas of operation, any special limitations, and approvals for various operational standards, such as CAT II/CAT III and the transport of dangerous goods.

AOCs can be issued for various activities, including aerial surveying, agricultural operations, air ambulance services, flight training, and public transport. The requirements for obtaining an AOC vary by country but generally include having experienced personnel, airworthy aircraft, suitable training systems, and a quality assurance system to comply with regulations.

Additionally, operators must have adequate insurance coverage for passenger injuries, proof of financial stability to support their operations, and sufficient ground infrastructure. The certificate must be held by a legal entity based in the country where the application is made. In the United States, the AOC is referred to as an Air Carrier Operating Certificate.
