The Flight Recorder Panel, known as FLIRECP, was created by the International Civil Aviation Organisation (ICAO). Its main goal is to carry out specific studies approved by the ICAO Air Navigation Commission (ANC). This work aims to provide the ANC with practical and operational recommendations that align with their objectives.

The FLIRECP has a detailed work program. Firstly, it reviews the current status of flight recorder technology. This involves comparing existing provisions in Annex 6, Parts I, II, and III with national regulations from Contracting States. The panel also looks at advancements made by flight recorder manufacturers and other organizations involved in setting technical specifications. Additionally, it identifies any technical challenges faced by flight recorders and examines recommendations from past meetings, such as the AIG (1992) Divisional Meeting.

Secondly, the FLIRECP focuses on updating ICAO flight recorder provisions to match technological advancements. This includes pinpointing areas where immediate action is possible. The panel identifies which technical aspects can be included in amendment proposals and assesses the urgency and costs associated with these changes. Furthermore, it recognizes areas needing guidance material that can be developed without delay.

Thirdly, the panel addresses future technological needs. It identifies technical areas requiring further development and coordinates efforts with ongoing ICAO projects. Understanding how this work fits into the larger picture is essential, as is establishing timelines for progress.

Lastly, FLIRECP prepares draft amendment proposals for the Standards and Recommended Practices of Annex 6. This includes suggestions for new procedures and guidance on future technical developments, ensuring that the aviation industry stays up-to-date with evolving technologies.
