Santa Monica's Tourism Landscape: Navigating Domestic Declines and International Growth

Domestic Visitor Numbers Decline Sharply

According to the latest report from Santa Monica Travel and Tourism (SMTT), unveiled during the 16th annual Tourism Summit, the city welcomed approximately 4.2 million visitors in 2024. This figure represents a 9 percent decrease compared to the 4.6 million visitors recorded in 2023. The downturn is primarily attributed to a staggering 33 percent drop in domestic visitors, plummeting from 3.52 million in 2023 to just 2.36 million last year. This decline not only reflects changing travel patterns but also highlights the economic pressures faced by American households.

The reduction in domestic travelers has had a notable impact on local spending. Expenditures by domestic visitors fell from $571.5 million in 2023 to $445.6 million in 2024. Despite an increase in daily per capita spending, this decline points to deeper shifts in consumer behavior and travel preferences among Americans. With rising costs and economic uncertainty, many potential travelers are reconsidering their vacation plans, opting for more budget-friendly destinations or postponing travel altogether.

International Visitors Spur Economic Boost

Conversely, the international tourism market has provided a much-needed counterbalance to these domestic declines. In a remarkable turnaround, Santa Monica saw a 67 percent increase in international visitor arrivals, soaring from 1.117 million in 2023 to 1.87 million in 2024. This influx of international tourists significantly mitigated the negative impacts stemming from the decrease in domestic travelers.

Moreover, international visitors demonstrated a robust appetite for spending, contributing $470.9 million to the local economy in 2024, compared to $366.6 million in the previous year—a remarkable 29 percent increase. This growth was further reflected in the rise of per capita spending, which increased from $169 to $174 per day. Such figures highlight the undeniable allure of Santa Monica’s diverse cultural, recreational, and culinary offerings, which continue to captivate travelers from around the globe.

Overall Visitor Spending Sees Minimal Impact

Despite the challenges posed by the drop in domestic tourism, overall visitor spending in Santa Monica remained relatively stable, experiencing only a slight decline from $938 million in 2023 to $916.6 million in 2024. This minimal decrease of just 2 percent can be largely attributed to the influx of high-spending international tourists, who have helped cushion the local economy against more severe downturns.

The stability of visitor-generated taxes, crucial for maintaining city services and infrastructure, also saw a modest increase—from $62.6 million in 2023 to $62.7 million in 2024. This slight uptick is primarily due to a small increase in Santa Monica’s Transient Occupancy Tax (TOT), which is collected from overnight hotel guests and plays a vital role in funding essential local services such as emergency departments, schools, and environmental care for parks and beaches.

Retail sales tax revenues also demonstrated resilience, rising from $4.17 million to $4.22 million, marking a positive 1.5 percent increase year-on-year. However, the decline in overall visitor numbers has led to a reduction in tourism-supported jobs, with employment dropping 10 percent from 7,182 positions in 2023 to 6,487 in 2024. The anticipated openings of new tourism-related developments, including the Regent Santa Monica Beach Hotel and various new retail and dining options, are expected to provide much-needed employment opportunities and further diversify the local economy.

Leaders Emphasize Resilience and Adaptability

During the Tourism Summit, SMTT President and CEO Misti Kerns expressed her admiration for the resilience and adaptability of local tourism businesses. Despite ongoing challenges, she remains optimistic about the future, highlighting the strength and innovation within the community that continues to attract global visitors and contribute significantly to Santa Monica’s economic vitality.

The keynote address by Caroline Beteta, President and CEO of Visit California, reinforced this positive outlook. Beteta acknowledged the broader challenges facing California’s travel sector but maintained confidence in Santa Monica’s iconic status and enduring global appeal. Such endorsements reflect a shared belief that with strategic initiatives and community collaboration, Santa Monica can navigate its way through current difficulties while setting the stage for future success.

Strategic Outlook and Future Initiatives

To sustain the momentum generated by international tourism and to revitalize domestic travel, SMTT is proactively pursuing targeted marketing initiatives aimed at attracting both domestic and international visitors. Efforts include campaigns that showcase Santa Monica’s unique blend of coastal beauty, cultural richness, and innovative hospitality services. These initiatives are designed to enhance visitor experiences and solidify the city’s reputation as a premier travel destination.

Furthermore, SMTT is committed to ongoing educational efforts directed at policymakers, emphasizing the critical role tourism plays in supporting employment and driving significant economic contributions locally and nationally. By advocating for governmental and public support, SMTT aims to ensure a conducive environment for sustained tourism growth.

Conclusion: Navigating Forward with Confidence

As Santa Monica navigates the complexities of a fluctuating tourism landscape, it remains steadfast in its commitment to fostering a vibrant and welcoming atmosphere for visitors from around the world. Despite the decline in domestic visits, the city’s tourism industry is buoyed by the influx of international travelers and the adaptability of local businesses. Through continued investment in fresh attractions, proactive marketing strategies, and focused community outreach, Santa Monica is well-positioned to overcome present challenges and maintain its status as a world-class travel destination. As it moves forward, the collaboration among local businesses, government entities, and residents will be crucial in steering the city towards sustained economic vibrancy and enriching visitor experiences.
