The Dutch Safety Board (DSB) is an independent organization dedicated to investigating accidents and safety concerns. This body operates separately from the government of the Netherlands and other entities, allowing it to choose which incidents to examine. The DSB primarily focuses on situations where citizens rely on others—such as the government or businesses—for their safety. Its main goal is to learn from these events and offer recommendations to enhance safety standards. Importantly, the DSB’s investigations do not deal with assigning blame or determining liability. The Board has the authority to investigate various sectors, including aviation, shipping, rail, healthcare, and military incidents. Additionally, it contributes to international safety investigations under global treaties and European laws.
