The FEAST (First European Air Traffic Controller Selection Test) is essential for selecting trainees in air traffic control. Timely and professional selection is crucial for cost-effective operations by air navigation service providers. To help make the best decisions when choosing applicants, various selection tools are utilized. However, developing and maintaining these specialized tools can be both costly and time-consuming. Furthermore, how these tools are applied is just as important as their selection. If these tools can be standardized across different European cultures and organizations, there are significant benefits. These include cost and time savings, improved recruitment quality, and reduced costs related to ATC training failures.
EUROCONTROL designed the FEAST test package to provide strategic and operational advantages. The package was developed and tested between 2000 and 2003. A pilot FEAST service, which included a testing system and a database for storing results, was evaluated in 2004-2005. Since 2006, a full service has been available to users.
The main goal of FEAST is to assess the knowledge, skills, and abilities necessary for air traffic controller positions. It aims to offer an easy-to-administer package of scientifically validated selection tests that can be used across multiple states. The FEAST Service’s objectives include providing implementation support, such as a helpdesk for users, a centralized infrastructure, and a web platform for test delivery. Future enhancements will allow customers to share costs and benefits, ensuring ongoing technical evolution. EUROCONTROL also sponsors and facilitates communication through FEAST User Group meetings.
The FEAST service includes a business application with a database for managing candidates and results. The test package features six web-based tests: English listening and comprehension, reaction time, planning ability, learning and applying rules, speed and attention, and a 3D visualization test, along with a work sample test on CD-ROM. Full implementation support includes a helpdesk, training courses, user manuals, and guidance materials. Additionally, EUROCONTROL facilitates validation and psychometric studies for FEAST users.
The benefits of FEAST are numerous. There is high-quality assurance in the test materials, delivery, and administration standards. It offers ease of administration under standardized conditions. The tool is flexible and cost-effective, providing predictive information to identify the most suitable candidates, ultimately improving training success rates. It serves as a common platform across Europe, enabling economies of scale in test development, maintenance, and application. Shared improvements are possible through this harmonized selection tool, which facilitates more recognized controller profiles and entry requirements. This approach supports the future mobility of labor policies in Europe while ensuring perceived fairness and high-selection standards, making the job more attractive.
