Global Aviation Safety Plan (Gasp)

The Global Aviation Safety Plan, or GASP, outlines a clear strategy for enhancing aviation safety worldwide. This plan works alongside the Global Air Navigation Plan (GANP) to create a framework for regional and national safety initiatives. The goal is to ensure that efforts to improve civil aviation safety, capacity, and efficiency are coordinated and consistent across the globe.

GASP aims to lower the number of aviation-related fatalities by promoting a unified safety strategy. It guides the creation of regional and national aviation safety plans, encouraging a systematic approach to managing safety risks. Additionally, it fosters collaboration among states, regions, and industry stakeholders to enhance safety oversight systems.

Countries are urged to adopt GASP as a key strategy for ongoing improvements in aviation safety. The first version of GASP was introduced in 1997, following recommendations from an informal meeting involving the ICAO Air Navigation Commission and industry experts. Since then, it has directed ICAO’s technical work and has been regularly updated to maintain its effectiveness.

Every three years, GASP is reviewed and revised before each ICAO Assembly session. You can find this document published as ICAO Doc 10004.
