EUROCONTROL is a pan-European organization that focuses on supporting civil and military aviation across Europe. Its mission is to help realize the European Union’s vision for a Single European Sky, aiming to improve Air Traffic Management (ATM) performance for today and the future. The governance of EUROCONTROL involves 41 Member States and 2 observer states, along with the European Community as a member. It operates under an international convention, currently known as the “Revised Convention,” which is in the process of ratification. The structure includes two governing bodies—the EUROCONTROL Commission and the Provisional Council—along with an executive body called the Agency. There are also specialized entities that provide reports or advice to these main bodies.

EUROCONTROL supports its Member States and stakeholders, which include air navigation service providers, civil and military airspace users, airports, and aircraft manufacturers. Together, they work towards making European aviation safer, more efficient, cost-effective, and environmentally friendly. The organization’s expertise covers various areas such as research, development, operations, and performance monitoring. Its activities range from operational services and concept development to Europe-wide project implementation and performance improvements. As the Network Manager, EUROCONTROL has evolved from the Central Flow Management Unit to actively manage the entire European ATM Network, which handles nearly ten million flights each year, working closely with air navigation service providers, airspace users, the military, and airports.

The Maastricht Upper Area Control Centre offers air traffic control services for the upper airspace over the Netherlands, Belgium, Luxembourg, and northern Germany. Safety management activities play a crucial role in supporting European ANSPs to minimize ATM-related incidents, while ensuring safety enhancements align with European regulations. EUROCONTROL collaborates with the European Commission, the European Union Aviation Safety Agency (EASA), and National Supervisory Authorities to support regulatory efforts. Additionally, it engages in research, development, and validation, contributing significantly to the SESAR Joint Undertaking, which aims to deliver results that enhance the performance of the ATM system in both the medium and long term.

EUROCONTROL provides a unique platform for coordinating civil and military aviation in Europe. It also delivers high-quality training in air traffic management (ATM) to various stakeholders within the aviation community. With over 40 years of expertise, the organization offers a wide range of training services—from introductory courses on ATM concepts to advanced operational training. By tailoring training activities, EUROCONTROL supports network management and deployment, the implementation of the Single European Sky, and the SESAR program. Furthermore, the Central Route Charges Office manages the billing, collection, and redistribution of aviation charges.
