The 2023 Just Culture Conference took place in Vienna, organized by EUROCONTROL and Austro Control. This event, titled ‘Just Culture & the Judiciary – Exploring Safety for All in a Culture of Justice,’ marked the first in-person gathering following the COVID-19 pandemic. The conference featured presentations from key speakers across various sectors, including aviation, healthcare, nuclear energy, and railways.

On Day 1, September 14, the agenda included a keynote address about the pivotal role of people in shaping a just culture, highlighting Switzerland’s extensive journey towards this goal. Other topics discussed were the true costs associated with safety, the IAEA’s concept of safety culture, and the implications of artificial intelligence in investigations. The day also covered balancing justice and safety in Dutch aviation cases, as well as the future direction of just culture in EU railways, presented in two parts. Additionally, insights from disaster management were shared, emphasizing human experiences in fostering just cultures.

Day 2, on September 15, opened with a keynote address focused on the judiciary’s perspective on just culture in Italy. Other presentations explored just culture in shipping through a Prezi format and discussed the intersection of safety investigations and criminal law. This conference provided valuable insights and discussions on the importance of just culture across various industries.
