In aviation, the terms ‘Standard’ and ‘Recommended Practice’ have specific meanings established by the International Civil Aviation Organization (ICAO). A Standard refers to any specification related to physical characteristics, configuration, material, performance, personnel, or procedures. These standards are crucial for ensuring the safety and regularity of international air navigation. Contracting States must adhere to these standards as outlined in the Convention. If a state cannot comply, it is required to notify the Council under Article 38 of the Convention.

On the other hand, a Recommended Practice is a guideline that is recognized as beneficial for enhancing safety, regularity, or efficiency in international air navigation. While these practices are not mandatory, Contracting States should strive to follow them as per the Convention. Understanding these distinctions helps clarify how aviation safety and efficiency are maintained globally.
