Responsibility refers to having a designated individual accountable for both financial and human resources, ensuring quality and safety performance. Authority involves a knowledgeable person who can plan, direct, and control resources, make changes to procedures, and make crucial safety risk acceptance decisions.

Controls are the checks and balances in a process that minimize potential risks to acceptable levels. Process measurement provides a way to monitor outputs and performance, allowing organizations to identify and address problems promptly. Procedures, whether written or unwritten, regulatory or non-regulatory, guide the methods used to achieve desired outcomes.

Interfaces describe the interactions between different processes that need careful management to ensure success. Lastly, safety ownership highlights how individuals understand their roles and contributions to the organization’s overall safety. Together, these attributes create a comprehensive framework for maintaining safety in aviation.
