Special VFR refers to a specific subset of Visual Flight Rules (VFR) flying. It allows pilots to operate within a Control Zone even when weather conditions fall below the standard Visual Meteorological Conditions (VMC) minima. To fly under Special VFR, a pilot must obtain permission through an Air Traffic Control (ATC) clearance. This type of traffic is also categorized as Controlled VFR.
