State Of The Operator

The term ‘State’ refers to the country where the operator’s main business location is situated. If the operator no longer has an active business, it then pertains to their permanent residence. This definition comes from the International Civil Aviation Organization (ICAO). In general terms, it helps identify the legal and operational framework within which the operator functions.
